Thank you for your letter of the 6th October, 1938,

(53600/38) enclosing a revised draft despatch to Hong Kong

about their Companies Ordinance.

On the first part my only suggestions are (1) that

you might perhaps consider using a more encouraging

expression than "less objectionable" (end of line 13 on page

2) if, as I understood, the Board of Trade objections would

be completely removed by confining to banks; and (2) that

"banking business" (last line but two of the same page)

should apparently be "banks."

3.

On paragraphs 2 and 3 I have consulted the Bank of

England, who, as you know, feel very strongly about the

Examiner being an expert. I am sure that they are right

about this, and only contemplated a non-expert when I thought

that there was no hope that the Colonial Government would

agree to the expense of a good man. But if, as I understood

at our meeting the other day, you and Gent also agree and
