whether the Governor in Council or the
Court is the proper authority. It is
suggested that the Court is if the grounds
involve considerations of a legal nature.
If, on the other hand, the matter is to
depend on public interest attention is
drawn to the provisions in this regard of
Section 5 of the Palestine Ordinance, which
might be followed.
Section 355(1). The section should
read "The Governor shall nominate and appoint
a Committee" so as to provide for its
compulsory appointment.
Consideration
should be given to the desirability of
requiring the Committee to treat as confidential
any information coming before it officially
(cf. Section 356 as regards Examiner of Banks).
Section 355(2). It is suggested that
