This report is sent to us only for information
at the moment, and the Governor proposes to send a
further despatch regarding the consequent action.
Briefly, the recommendations of the Committee
are:

University Trained Teachers. That the present system
by which teachers' training courses are taken over
the same period as the course leading to the B.A.
degree should be altered, so that the teachers'
training course becomes a year's post-graduate course
to be taken after the Arts Degree.
Anglo-Chinese (non-graduate) Teachers. That the
evening class system should be replaced by a department staffed jointly by the University and the Education
Department, with a two years' practical and general
course.
Teachers for Rural Vernacular Schools. The Committee
consider that a much larger supply of trained teachers

is necessary for the vernacular schools in the New
Territories, and that a training centre should be
set up there by Government, the course of training at
which should conform more closely to the conception
of rural education prevailing in African colonies.
Teachers for Urban Vernacular Schools. That Government
should set up a new training centre in Hong Kong

providing a two years' course.
The only dissentient on the Committee was the recently retired Director of Education, whose
