officer has discretion to admit cases to hospital without charge or at a reduced fee and it may frequently happen
that after he has originally decided that a fee should
be charged he may decide on subsequent consideration to
remit or reduce the charge in which case a write-off is
technically involved.

The Auditor does not question the desirability
as a matter of administration of these writes-off being
authorized by the officers referred to but he has suggested
that such delegation of authority is contrary to the
Colonial Regulations, which appear to authorize only the
Governor or the Colonial Secretary or "other officer
appointed by law" to deal with abandoned claims and write
off revenue. I have therefore to request your approval of the continuance of the present practice by which writes- off of court fines and fees are authorized by magistrates
and writes-off of hospital fees are authorized by medical
officers.
