His Excellency instructed me to investigate and
report on the feasibility of extending the existing landing
ground at Kai Tak.

I attach a copy of a minute dated 16. 2. 38 and
two plans from Mr. Nicol, Executive Engineer, Port
Development Office.

Both schemes present difficulties from the
construction, time and cost points of view. Taking the se
into consideration I am unable to recommend Government to
commit itself to either of these works.
