The attached plan No.580-101 shows two
proposed extensions to Kai Tak landing ground.

Scheme 'A' coloured red covers an area of about
370 acres but owing to drainage difficulties is impracticable. It will be noted that 3 large nu lahs traverse the existing
landing ground, coloured brown on plan. while a fourth runs down the Western boundary. Each of these nullahs together
with other drains and sewers would have to be raised and
extended while a large area of land lying to the North of
the Aerodrome would also require to be regraded. The estimated cost of carrying out this scheme exclusive of necessary alterations to existing drains is $18,000,000.00 and is dependent on 16,000,000 cubic yards filling material being
procurable. The high ground surrounding the site is
generally of a rocky nature and unsuitable for spoil while
there is no known deposit of suitable material and extent within Harbour limits that could be dredged to supply the
required material.

Scheme 'B' cross-hatched pink covers an area
of a bout 220 acres and is estimated to cost $8,000,000.00.
This does not include for alterations to existing S.W. drains
and sewers which however would not be so formidable as in
Schee 'A'. The material necessary to form this reclamation
amounts to 8,000,000 cubic yards and the same difficulties arise in obtaining a suitable and economical source of supply as in Scheme 'A' but to a proportionately smaller extent.
4. It is estimated that were material available in
sufficient quantities, the two schemes would take 8 and
4 years to complete respectively.
