Sir,
I have laid before the Lords Commissioners of His
Majesty's Treasury Mr. Cowell's letter of the 1st instant
5 (53510/38) and the enclosed copy of a telegram from the
Governor of Hong Kong relative to a request from the
Canton Kowloon Railway for a loan from the British Section
of the Railway.
In reply My Lords direct me to request you to
inform the Secretary of State for the Colonies that They
agree generally with the views of the Government of
Hong Kong, and-subject to the concurrence of the Foreign
Office (to whom a copy of this letter is being sent)- They
think that it would be enough to show goodwill towards the
Chinese Government if the British Section expressed their
willingness to pay over to a bank, on receipt of an
irrevocable request from the Chinese Section, such part
