Gore's circular despatch of the 25th of
November, 1937. Under that procedure a
Railway Workshops subhead would be included
in the Railway Expenditure head in the form
set out in para. 10 of the circular despatch,
showing as a debit the cost of stores, wages,
etc., and as a credit the amount of these
costs recovered from other railway subheads
or other Government Departments. The total
cash receipts from the Chinese section and
any amount additional to cost which might
be charged to other Government Departments
would be credited to a separate item
of
the Railway Revenue head. The annual
statement referred to in paragraph 19 of the
circular despatch would show the balance of
the cost of stores and wages not yet
recovered; and in this connection I have
to inform you that I am prepared to approve
for the present the limit of $20,000 proposed
for the balance of the account.
