I have the honour to address you on the subject
of the expansion of the Medical Department of this Colony
Enclosure No. 1. and to enclose for your information a detailed schedule

of new posts which it is proposed, subject to your
approval, to include for consideration in the draft
estimates for 1939.

I have already addressed you separately in my despatch No. 614 of 5th August, 1938 on the subject of the appointment of a Deputy Director of Health Services
and have stated in that despatch that I agree with the Director of Medical Services that the Health Division of the Medical Department requires considerable reorganization and extension. The present staff of two European Health Officers is inadequate to cope with the health problems requiring attention in the large urban areas of Hong Kong and Kowloon to say nothing of the need for closer supervision and control of public health work in the rural
areas of the New Territory. The proposed addition of two
European and two Chinese Health Officers will enable a
start to be made on the solution of many problems which
up to now have had to be neglected owing to lack of staff.
