On the retirement of the late D.M.S.
in Hong Kong he submitted a memorandum of
changes in the Public Works Organisation of Hong Kong during the period 1929 to 1937. That
memorandum was printed as sessional paper No. 4
of 1937.
The memorandum revealed the striking
changes and improvements which had been
effected during that period.
