With reference to your letter of June 26th and previous
correspondence, I am directed by the Secretary of State to say
that application for facilities to come to this country should
be made of the authorities in the locality in which Mr. Chai's
friends reside and that it might assist them in their request
if they are furnished with a letter from him guaranteeing them
maintenance and employment in this country, together with his
undertaking that he is prepared, in the event of their
becoming destitute, to be responsible for their repatriation.
