The Home Office think it desirable that
the grant or passport facilities by the authorities
in Hong Kong to Chinese born in Hong Kong to proceed
to the United Kingdom should be limited as far as
possible. The desirability of allowing Chinese to
enter the United Kingdom is not, strictly speaking,
our concern, but as there is no power to refuse
entry into this country to British subjects who are
in possession of conclusive evidence of their
British nationality, the matter is clearly a
difficult one, and I think that we should not be
justified in suggesting to Hong Kong too considerable
a measure of restriction, e.g. in refusing to grant
passports to Chinese British subjects.
In the case of Cyprus, passports valid for
the United Kingdom are issued to Cypriot British
subjects of the poorer class only when they can
produce some evidence that employment, or at least

is often of doubtful worth, and restrictions can be
