I see you are now in the Eastern Department of the

Colonial Office, according to the latest Colonial Office List.

If you deal with Hong Kong and are able to give us any

advice on the following point we should be very grateful.

It is concerned with the need for fires in rooms during the

colder season of the year.

Army personnel receive fuel in kind for their needs

or cash allowances in lieu as part of their conditions of

service. At certain stations abroad (Gibraltar, Malta,

Cyprus and Hong Kong) the amounts provided for heating rooms,

etc., (as distinct from requirements for cooking and hot

water) during the so-called winter have been taken, on a

somewhat broad calculation, at one half of the amount which

would be allowed at home for the heating of rooms for a

period of four months. For Palestine, as being mostly a

hilly country with in consequence a colder winter, we have

allowed five-eighths of the home provision.
