I have the honour to

acknowledge the receipt of your

Confidential despatch of the 5th of
October last and to inform you that as
the abolition of the post of Treasurer
and the creation of the post of
Financial Secretary have made it
necessary to amend the Hong Kong Royal in certain unets
Instructions/it
Instructions it would seem an opportune
time to consider whether any other
amendments of the Royal Instructions
might with advantage be made.
2. The Hong Kong Royal Instructions
now consist of four documents, i.e.
the original Instructions of the 14th
of February, 1917, and Additional
Instructions of the 10th of January,
the
1922, (15th of November, 1928, and the
20th of November, 1929, and it is felt
that
