Note,
however, the present Clause 18 which provides that
an unofficial member cannot do so unless the Governor
accepts his resignation, and moreover implies
that an official member cannot resign at all.
I think, therefore, that in any case the second
and third lines of Clause 14 should be amended as
shown, and it is for consideration whether the
present Clause 18 should be amended to make it
applicable to official members. It has on occasions,
I believe, been found convenient to appoint an
official member on the understanding that he will
resign when requested to do so.

I attach a note of other defects which
I have noticed in the Instructions, some of them
are mere matters of drafting, but in other cases
it may be thought that the opportunity should be
taken to amend.
It has occurred to me that the new
Article 16 of the Letters Patent, though it is in
common form, does not really mean what it says.
