Clause 2. I have made a number of
drafting amendments here and one or two
alterations of substance.
I have struck out the words "or in
pursuance of which" in the second paragraph
because it introduces an ambiguity in a case
where a member is appointed by an instrument
executed by the Governor in pursuance of an
instrument giving H.M's Instructions.
The paragraph I have added to define
"official members" and "unofficial members"
seems desirable as these expressions are used
in a number of places in the Instructions.
By inserting the words "in the
manner aforesaid" the provision of re-appointment
is shortened, and, I suggest, made more logical,
fo
todagh I see no reason why there should be
any difference, as there is under the present
Instructions, between appointment and re-appointment
of unofficial members.
I agree with Mr.Megson that the
insertion of the words "or periods" is most
desirable if it is desired to retain
power to re-appoint more than once, though it
Gwz is possible that it may be for the appearance
of a change of policy. In one place
at least, I think Barbados, we have made
express provision to the effect that a member
will be re-appointed a second time only in
exceptional cases.
Clause 14. As drafted this clause, like
