I have had this registered
for the purpose of the amendment of the Royal
Instruction s. The amendment which we

now have to make is merely the substitution
of Financial Secretary for Treasurer as a
Member of the Executive and Legislative Councils.
This is simple, but we should also consider
whether any other amendments should be made.
Discipline Clauses of the Royal Instructions,
namely, 32 and 33 which are at variance with
Colonial Regulations should be amended and I
think we should also amend the Additional
Instructions of the 10th of January, 1922 to
make it clear that re-appointments of Unofficial
Members of the Executive and Legislative Councils
are not limited to one re-appointment. See
Mr.Duncan's minute of 10/11/34 on 22019/34. clear from 16 on 82722/31 that the Instructions

are not interpreted as allowing only of one
re-appointment, although ten years as a matter
of policy is regarded as sufficient.
