despatch No. 30 dated the 19th January, 1937, I have
the honour to forward herewith for your consideration
the draft of a Bill to amend the Defence Contribution
Ordinance, No. 1 of 1901, and to request approval
of its introduction into Legislative Council.
The amendment proposed in this Bill is
essential if the change in accounting procedure
proposed in your circular despatch dated the 15th
January, 1937, is not to result in an increase in
revenue liable to assessment for Military Contribution.

Should your approval to the draft legislation
enclosed herewith be forthcoming, it is proposed to
adopt the procedure laid down in your circular despatch
under reference in the preparation of the Estimates for
1939.
