I have the honour to inform you that it has come to
my knowledge that an organization has been set up in Hong Kong
under the chairmanship of Sir Shouson Chow for the purpose of
promoting locally the sale of Chinese Government "National
Salvation" Bonds. The local organization, which is styled
the "National Bonds Subscriptions Branch Society" has, I
understand, a parent body in China, the head of which is, or
was, Mr. T. V. Soong, and it is further understood that Sir
Shouson Chow was formally appointed Chairman of the local
branch by that body.
2. I am advised that the international law and practice
on the subject are as set out on page 566 of Volume 2 of
Oppenheim's International Law, fourth edition, but whatever
authority or precedents may exist for raising no objection to the existence of this local organization, I consider that it
is politically undesirable that a Hong Kong resident and
particularly a British subject of Sir Shouson Chow's status
should accept an appointment of this kind from a Chinese
official source.
