On the assumption that it is a British interest to prevent Anglo-Japanese relations from deteriorating further I consider of the highest importance that the Japanese Government should not be given any pretext for considering we are allowing Hongkong to be used as a base for the operation of those organs (sic) of Chinese Government which have been obliged to leave Shanghai,
