Draft of proposed telegram to Han Li-wu.

Policy stiffened but think it would be possible to arrange

semi-autonomous régime under Central Government for Hopei, Chahar,

Shansi in place of independent réime separated from the

Central Government already being established and with the

exception of the zone around Shanghai secure the freedom of the

remainder of China. Present plan envisaged independent

Lovernment of North China which [? I suggest] Japan would extend

[? southwards] gradually [? all their] territory to the Yangtze

and beyond with loss to China of territory revenue and main

services. If however arrangements can be made for semi-

autonomous régime as above, territory, revenue and services

would be retained for the Central Government.

Facilities for development in North China (occupied area)

would in either case be required by the Japanese and extent of

such facilities [gr. undec.] monopoly of government construction

development as may be recuired in such area provided that such

construction can be undertaken by Japan.

As regards Shanghai Japanese are determined to retain under their control a zone about thirty miles wide round the International Settlement.

From discussion it would appear that nothing less than the foregoing would be acceptable and that delay may lead to further stiffening, therefore should it be desired to arrange terms on lines such as the foregoing it would be advisable to act promptly, telegraphing to him terms which if considered practicable" T could probably arrange to submit to Komye direct by Japane se local official.
