Lieutenant-Commander Berwick Douglas, Royal Navy,
has served with me in the same ship, squadron or fleet of
His Majesty's Naval Forces during the past 12 years.

knowledge, therefore, of his qualities is based on an
acquaintance of comparative long standing.
In my opinion he will not fail to justify his selec-
tion for any responsible position where executive ability,
including power of command, initiative, and knowledge of men
in the forces of the Crown, is a most important consideration.
