I return herewith the papers about
Lieutenant-Commander Douglas.
As I said to you on the telephone, I am
quite clear that while Commander Douglas would
probably be suitable for the post. Wing-Commander
Steele-Perkins undoubtedly has much higher quali-
fications.
As you said, I think we must await an answer
to the cable you have sent to Hong Kong.
