Any recruiting agent whose license shall have been cancelled or who shall have suffered punishment by the local authorities in accordance with the provisions of these Rules shall not be eligible to receive a new license as recruiting agent before the expiry of one year in the former case and of three years in the latter case.

These Rules shall come into force when they have been approved by the Executive Yuan.
