Should a recruiting agent fail to commence recruiting within six months from the issue of his license, then such license shall be cancelled.

Before a license is issued, the recruiting agent shall make a deposit as follows with such bank as shall be designated by the Commission on Overseas Affairs:-

(a) Where the number of labourers to be recruited

does not exceed 900, a deposit of $2,000; (b) Where the number of labourers to be recruited

does not exceed 500, a deposit of $5,000; (c) Where the total number of labourers to be

recruited does not exceed 1,000, a deposit of $10,000;

(a) Where the total number of labourers to be

recruited does not exceed 2,000, a deposit of $20,000;

(•)

Where the total number of labourers to be recruited exceeds 2,000, the amount of the deposit shall be fixed by the Commission on Overseas Affairs.

Not exceeding 40 per cent of the total amount of the deposit may be made in Government Bonds or Treasury Certificates.

After the labourers shall have reached the place of work, the recruiting agent shall return the license for cancellation, and the deposit shall be refunded to him.

The recruiting agent shall advertise beforehand the date of departure of the labourers and shall report the same to the local Overseas Affairs Bureau or the local government who shall transmit such report to the Commission on Overseas Affairs. Should after recruitment changes be made whereby the labourers do not proceed abroad, then the recruiting agent shall compensate the labourers for losses suffered and pay their expenses home. recruiting agent fail to pay such compensation, then the Commission on Overseas Affairs may draw the amount required from the deposit and pay it to the labourers.

Should a recruiting agent fail to observe these Rules or practice any fraud against the labourers he is recruiting, then his license shall be cancelled and he shall be responsible for the payment of all The Commission losses suffered by the labourers. on Overseas Affairs shall pay the compensation from the deposit according to the merits of the case. The recruiting agent shall then be handed over to the local authorities to be dealt with according to law.

Should any person recruit labourers secretly without a permit, then he shall be handed over to the local authorities to be dealt with according to lav.
