could be provided from home as a subvention for

ambulance work in Hong Kong. The local wealthy

Chinese are apparently thoroughly frightened of

Mr. Morris's bullying methods and would themselves

welcome some curb on his activities.

As Sir Geoffry Northcote will be new to the

East and may have to rely on Mr. N.L. Smith to a

very great extent for advice and for liaison with

the leading Chinese in the Colony, Colonel Sleeman

official letter which we could send to Mr. N.L.

Smith to explain the position and ask for his interest

and co-operation in putting things on a more regular

footing. If you agree, I will write privately to

Mr. N.L. Smith to explain briefly this position as

Colonel Sleeman has represented it to Sir Geoffry

Northcote, and to say that we should be grateful

for his interest and for his assistance in clearing

up the present difficulties.
