Situation at Shanghai may
necessitate removal of Head Offices of
Chinese Government banks from Shanghai,
that,
possibly to Canton, and it is possible
of these
that branches if they do not already
exist, may be opened in Hong Kong to
carry on exchange operations to support
currency, and other banking business.
I am advised that in time of
war no breach of neutrality would be
of
involved by allowing such operations to
be carried on. Please telegraph with
least possible delay whether you have
any observations from the point of view
of Hong Kong.
