convenience to passengers.
On the 4th August, arrangements were made with the Hon.
Commissioner of Police to have a squad of 20 men under one
European Sergeant and one Russian Guard to be on duty on the
arrival of all steamers from Canton. All incoming passengers
from Canton, both by rail and by steamer were inspected by an
augmented Port Health Office staff with a view to detecting any
sick, and carrying out any necessary disinfection.
All arrivals of river steamers at night was stopped.
Scrutiny of passengers arriving by train from Canton was
carried out effectually and without inconvenience to the travel-
lers.
With the permission of the Railway Authorities vaccinators
of the Port Health Staff boarded the trains at the border and
by the time a train arrived at Kowloon had traversed all the
carriages and scrutinised every passenger.
At the Kowloon terminus the passengers were again subjected
to scrutiny by the Health Officer of the Port as they passed
through the gates.
The Railway Authorities afforded every facility for the
proper examination of the passengers and it was largely through
the active co-operation of the railway staff that the results
were so successful.
By the strict enforcement of all these precautions confusion
and disorder on the wharves and at the Railway Station were
avoided, and the efficient tackling of the problem by the combined
efforts of the Harbour, Police, Railway and Medical Departments,
resulted at least in a state of affairs which was the nearest
approach to control of traffic possible in the absence of enforce-
ment of quarantine.
(b) Mass Inoculation.
Arrangements were made for free inoculation throughout the
Colony at the large hospitals and the Chinese Public Dispensaries,
