is navigated with due care and at a moderate speed, shall

apply within the limits of Hong Kong Harbour.

These proposals have already been laid before

the Hong Kong Government by the Commander-in-Chief but

were not found acceptable. My Lords consider however

-that some such regulation is desirable, and that if the

present proposals are unacceptable to the Hong Kong

Harbour Authorities, a satisfactory compromise might be

to limit the application of the regulations to the

Eastern Fairway, which could be specified in detail,

between Lyemun Pass and the man of war anchorage;

harbour craft crossing this fairway would be obliged to

give way to sea-going steam vessels or steam vessels

towing and that the rule, set out above, concerning the

use of the four blast signal shall apply within this area.

In the above proposed rules, a definition of the

term Harbour Craft should be incorporated in a note, to

comprise, by name, all types of harbour craft to be dealt

with at Hong Kong, on the same lines as the definition in

the Singapore Port rules.
