Wing Commander Malley representing flanking Air Force
is now in Hong Kong and presses the point that in recent years
many e imilar aeroplanes ordered by Chinese Government have been
assembled here and flown into China, He will probably provide

3,
Your despatch confidential of the 18th August 1937
relates to important consignment of Gloster aeroplanes which may
presumably be contigent upon Assembly facilities in Hong Kong.
4. As quest ons of Imperial policy may be involved which
would override Colonial considerations I must await your
instructions but I would record my view that Jardine Kathoson
& Co. acted very properly in refusing this business at great
financial sacrifice. It le probably to nmuch to expect arma ent
interests to be equally far sighted.
