Colonial office confirms

the considered view of this Government that assembly of

aeroplanes here incompatible with neutrality of the

Colony and I see no reason why the Chinese Government

should not be informed accordingly. Malley misinformed

as to Italian aeroplanes which remain unassembled at

Kaitak.
