Dear Mr. Toseland,

I have received a telegram from Shanghai

reading as follows:-

"Hongkong Government will not permit erection of "Gladiator Aircraft British Embassy cannot understand why and have telegraphed Foreign Office asking if instructions issued by them (stop) If so such action is considered very detrimental to British interests.

It is true that notification was received a week or so ago to the effect that the supply of military aircraft could not be permitted if they were fitted with armament. In the case of the "Gladiator" no armament whatever has been supplied or will be fitted, and in view of the considerations attaching to the successful execution of this order may we beg the assistance of all concerned to endeavour to get a satisfactory reply sent out from the Foreign Office.
