My telegram No.217. You will appreciate

that in event of Chinese or Japanese military aircraft

making unauthorised flight over Colony or its waters

it would be most undesirable to open fire in order to

compel landing unless hostile act were actually

committed by aircraft. If there should be any such

unauthorised flights in which no hostile act is committed

you should report to me at once in order that

immediate protest to Government concerned through normal

diplomatic channels may be considered by His Majesty's

Government.
