Dear Whiteley,

As a result of a discussion with

Wing Commander Strafford, Air Ministry, this morning

about the provisional conclusions at our meeting at

the Foreign office yesterday regarding Hong Kong, it

is proposed that instead of contemplating the

proclamation of the Colony as a restricted area,

or alternatively as a prohibited area, all that is

necessary is to inform the Governor on the lines of

the attached draft. There is apparently no recognised

system of "restricting" areas, and the formalities

about proclaiming a prohibited area take some time

and would not be suitable for meeting an emergency

situation. If you concur in the draft or have any

amendments to suggest, would you let me know.
