CYPHER TELEGRAM from the Secretary of state for the Colonies
to the Governor of Hong Kong.

With reference to my cypher telegram 11th November
No. 234, His Majesty's Government contemplate that if occasion
for protest should arise on account of unauthorised flight
by foreign military aircraft over Hong Kong, protest should be accompanied by warning that counter action would be taken
against offending aircraft if any further unauthorised flight
occurred. Warning of intended action could be sent at same
time to any other foreign Government likely to be concerned.
Meanwhile it would be desirable that Companies
operating civil air services to Hong Kong should be advised
in their own interests in order to avoid any mistake in
identity in situation of emergency that their aircraft should
enter and leave Colony by a prescribed route and below
specified height. Please arrange accordingly with air
companies.
