Colonel Pargiter, War Office, rang me up
this morning and said they were very perturbed about
our telegram to Hong Kong No. 217 (No.6 on this file).
He pointed out that the only way we could compel
aircraft to land was to fire at them, and he
wondered whether this point had been considered.
He was of the opinion that, armed with this
telegram, the Governor of Hong Kong could start
firing at Japanese and Chinese aircraft indiscriminate-
ly who might happen to fly over the territory, which
might lead to very undesirable repercussions.
I have spoken to Mr. Gent and he has
suggested that we should send to Colonel Pargiter
a copy of the correspondence with the Foreign Office
and Air Ministry.
I have written to him accordingly.
