Mr. Hopkins, who will be fifty two years
of age in February, 1938, was appointed Assistant Superintendent of Prisons in February, 1931, his selection having been notified in Lord Passfield's
(2)) on 20808 CR despatch No. 393 of 17th December, 1930. He has
acted as Superintendent of Prisons in 1933 and
again since the departure of Mr. Franks, and, as
will be seen from the periodical confidential
reports forwarded to you, is a capable officer well fitted for promotion.
