Proposse post of Aincipal Printing Officer, Prison Dept. be put on wale £460 £530

In 1934 we approved an increase in the
salary scale of the Principal Printing Officer from
£450 x £20 £470 to £460 x £20 £500.
The Secretary of State is now asked to
approve a new scale of £460 x £10

£530 on the same
grounds, namely,
(1) to compensate Mr. Didsbury for the loss
of his prospects of promotion to the post of Chief
Warder, and
(2) because of the increase in the
responsibilities of his post owing to the great
increase in the amount of printing done in the new
Hong Kong Prison at Stanley.
I think it is clear that (1) is no
justification for an increase in the salary of the
post. As Mr. Bader pointed out at the time of the
1934 increase, it was in the discretion of the
officer to whom the post was offered to accept or
refuse it, and I do not see that he has any claim
to an increase in pay now because of his choice then.
We are, however, scarcely in a position to weigh
here the exact amount of responsibility attaching to
this post and presumably must defer in such a small
matter (the increase in the maximum of the scale is
only £30 a year) to the 0.A. G.'s opinion.
