Your telegram No.204. Proposed visit to Macao. As

you are personally acquainted with Dr. Barbosa it is regarded

as desirable that visit should be made by you rather than be

left for new Governor. Portuguese Ambassador has called at

the Foreign Office twice recently and requested that you

should be authorised on your visit to discuss local defence

questions and he has been told that his request would be

acceded to. It is desirable however that the conversations

should as far as possible take the form of a personal exchange

of information and views and be of an explanatory character

and that you should carefully avoid any commitment. If it

is suggested by the Governor of Macao that technical advice

from Hong Kong on matters of local defence would be welcomed

you should agree to put the suggestion to the proper British

authorities for consideration. If he presses for more far

reaching discussion or commitment the forthcoming military

mission from this country to Lisbon should be suggested as

the best field for Anglo-Portuguese conversations on such
