October 14th we cabled :

"YOUR CABLE FIFTH ANXIOUSLY AWAITING DETAILS ORGANISATION STOP SIMUL TAMBOU ELY GIVE GENERAL IDEA OF MOST URGENT REQUIREMENTS".

To this you replied on the 15th giving the personnel of the

suggesting that it should apportion

proposed central committee;

funds between the various areas which would be organised similarly

and stating that your most urgent requirement was ca sh. On he same

day we cabled;

"YOUR CABLE 16TH ESSENTIAL HAVE GENSRAL IDBA OTHER REQUIREMENTS

FORTHWITH STOP REPLY BY MONDAY HOON".

To this you replied on the 18th:

*OTHER REQUIREMENTS MAINLY CLOTHING MEDICAL SUPPLIES BUT CAN

ONLY BE FORMULATED BY ADMINISTRATIVES AFTER YOUR APPROVAL PROPOSED ARRANGEMENT RECEIVED CONSULT 7.0."

To this we replied on the 19th October:

"YOUR CABLE 15TH STOP WE AGRES YOUR PROPOSALS AND INTERPRET AB

FOLLOWS STOP PARENT COMMITTHE VITH AMBASSADOR AND GOVERNOR OF HONGKONG AS PRESIDENTS AND LOCAL EXECUTIVE COMMITTEES TO BE NOMINATED BY AMBASSADOR OR GOVERNOR OPERATING IN CO-OPERATION WITH PARENT COMMITTEE STOP WE APPROVE PERSONNEL OF CENTRAL ORGANISATION SUGGESTED STOP FLASE ORGANISE CENTRAL AND LOCAL COMMITTEES AND CABLE PLACES AND NAMZB STOP SUBJECT TO YOUR VIEWS VR THINK LOCAL COMMITTEES SHOULD BE ORGANISED AT HONGKONC CANTON, HANKOW, TIENTSIN, SHANGHAI, AT ANY RATE".

On October 29 th the Foreign Office at our request telegraphed t His Majesty's representative at Nanking that a first instalment of 25.000 had been placed at the disposal of His Majesty's Ambassað er as resident of the Fund for the Relief of Di stress in China.

On November 5th we cabled:

*ANXIOUSLY AWAITING INFORMATION REQUESTED IN CABLE OCTOBER 19

DRUGS VALUED APPROXIMATELY 29000 LEAVING RAWALPINDI AND DIOMAD CONSIGNED HONGKONG. AIRMAILING PARTICULARS".

Today we have telegraphed;

"FUND NOW TOTALS POUNDS 60650 CASH 10,000 REMITTED SATURDAY

PURCHASES SURGICAL APPLIANCES DRESSINGS VALUE AUTHORISED. "

To turn now to the organisation here. A copy of the appeal

and of the names of its signatories was sent to you on October 1st

and a further copy was sent to the Chairman of the British Women's

Association on October 3rd. On October 7th the Signatories of the

appeal constituted themselves a General Committee. I enclose a

copy of the Minutes of the meeting.
