No.417 to the Foreign Office, begins:
"and 113 degrees 51.7 minutes east longtitude and 23 degrees
28.8 minutes north latitude. Reply adds that both these
points being outside Hongkong territorial waters there is
no reason for protest from His Majesty's Government."
