Condition (B) Japanese Government agree to notify British

naval authorities when vessel flying British flag is found not

to be British "as an act of good will" without however recognizing

any obligation.

2. They allege extreme difficulty in establishing whether

vessel has been properly transferred to another nationality from

inspection of certificate of registry alone and invite our agree-

ment to inspection of "all such ship's papers as is deemed necessary" 3. One inspector is alleged to be insufficient in view of

"such factors as the language difficulty". It is felt that the

establishment of nationality with all dispatch by a number of inspectors will be beneficial to British shipping interests and our

view that the number of inspectors should be limited to one is not

acceptable.

4. I am taking up points 2 and 3 with them again and will

report further.
