My immediately preceding telegram.

Naval Attaché considers inspection of log and of articles

of agreement might reasonably help in establishment of nationality in doubtful cases and that supply of information asked for in paragraph 4 should prevent mistakes. The Japanese being suspicious and slow and individually always afraid of responsibility and of making mistakes, inspectors would probably be quicker and less officious if allowed to work in

pairs.

An interpreter might be allowed in addition if required.

I therefore recommend that I be authorized to make the

above maximum concession if necessary and think agreement might

be reached if you can sanction communication of list of ships and schedule of sailings as suggested in my telegram No. 491.
