Colonial Office have asked that all future telegrams

on the subject of boarding by Japanese of vessels flying the British flag should be repeated to Hongkong and Singapore. As you are already repeating to Nanking it may be possible for Mr. Howe to arrange for onward transmission to either or both by wireless. In consultation with him please make cheapest possible arrangements.

Interdepartmental Cypher with I.D.V. tables should

be used.
