Your 1452 5th November. I do not understand

background of your message.

Is my opinion required for

use of Japanese Navy. Do you infer that all British ships

approaching Hong Kong should by arrangement proceed to

an examination anchorage or alternatively that Japanese

if unable to board owing to state of sea would order

ships to an anchorage for examination and subsequent to

a Japanese port to discharge contraband if found. Bias

Bay or Ladrone Island would be suitable anchorages in

north east monsoon.
