Sir,
I have the honour to invite reference to Shanghai
letter to Peking No. 161 dated 29th July, 1937, regard-
ing the efforts of Messrs. Wallen and Company, Limited
to secure the protection of the British flag for their
vessels and to inform Your Excellency that Messrs. Wallem
and Company have been informed that, in accordance with
Section 1 of the Merchant Shipping Act, 1894, British
registry of these vessels will not be allowed.
2. It has been ascertained from the Registrar of
Companies that the nominal capital of the Company is
five hundred shares of $100 each of which two only
have been issued. It must therefore be obvious that
the Company do not in fact own the ships in question.
I have the honour to be,
Sir,
Your Excellency's most obedient servant,
(SIGNED) N.L. SMITH .
Officer Administering the Government.

His Britannic Majesty's Ambassador.
