While H.M.G. have protested at this

incident and the suggested letter to the F.0. is

therefore unnecessary, I venture to suggest that we

might now reconsider the question of the desirability

of a patrol by H.M. ships within the limits of Hong.

Kong territorial waters.

A duplicate of the despatch and enclosures

might be sent to the Admiralty when it arrives, but I

doubt if there is any need to copy the bulky enclosures

for transmission at the moment.

97. The F.0. propose to protest to the

Japanese Government at the attack on Chinese fishing

junks by a Japanese submarine. We have already

addressed a letter in strong terms to the F.0. on this

draft telegram.

claim full compensation for damage to British subjects

involved, and to suggest that we might take steps to

obtain the necessary information before a detailed

plan can be preferred.
