Commander-in-Chief's telegram Lo.266 to Admiralty.

I yesterday made strong representations to Japanese Government against abuse of Hongkong territorial waters (see your telegram No.292) and warned them of serious

consequences likely to follow continuation of these practices. I fear however that any proposal that Japan should refrain from exercising right of passage would cause great resentment and hope this may be avoided at all evenis for the present.

Addressed to Foreign Office No.374 of September 11th, repeated to Hongkong and Commander-in-Chief.
