Following from Pelham, begins:

Tokyo telegram No. 521 of August 27th to Foreign Office.

Principal British firms enquire whether it is possible for them to be assured that Japanese promises of non-interference cover Chinese junks and lighters discharging British vessels particularly at such places as Hoichow and Foochow where ships discharge cargo more than three miles off the shore.

Because

of Chinese fear Asiatic Petroleum Company in particular are having considerable difficulty in discharging vessels.
