in Chief No.19.

(30) Telegram No.192. Following are the conclusions of the

Commission.

Men picked up by Scharnhorst and Kaying are survivors from

junk which with 11 others while peacefully engaged in fishing was

wantonly attacked by submarine belonging to the Imperial Japanese

Navy.

Evidence indicates complete loss of nine junks and disabling

of tenth. Total number of persons on board including women and

children was 299 of whom 106 dead 6 wounded.

All twelve of fleet of junks attacked by submarine held Hong

Kong licences under Fart I tables T. and U. of the Merchant Shipping

Ordinance No.10 of 1899 and were painted with such licence numbers.

Four of the nine viz. No. 1611, 28, 36 and 3,407 and one probably

(Viz.No.2,925) were owned by Hong Kong born Chinese British subjects.

Of these five junks No.28 is the only one which escaped.

Two of

these five owners are missing, the other three gave evidence at

the enquiry.
